Article Processing Charges (APCs)
Javnost—The Public is committed to supporting broad and equitable access to scholarly publishing. The journal therefore offers Article Processing Charge (APC) waivers and discounts to eligible authors who may face financial barriers to publication.
Standard Article Processing Charge
The standard Article Processing Charge (APC) is €3,500 (EUR) per accepted article.
The APC contributes to the editorial administration, production, and publication services associated with the article, including manuscript preparation, typesetting, proof preparation, online publication, and ongoing article hosting and maintenance.
Payment is requested only after formal acceptance of the manuscript. Following acceptance, the corresponding author will receive an invoice specifying the applicable APC and payment instructions.
Country-Based APC Waiver
Authors affiliated with institutions in countries classified by the World Bank as Low-Income Economies are eligible for a 100% APC waiver.
To qualify for this waiver:
- All authors of the manuscript must be affiliated with institutions located in countries classified as Low-Income Economies by the World Bank.
- Eligibility will be determined according to the World Bank income classification in effect at the time of manuscript submission.
- No APC will be charged where the manuscript meets the eligibility requirements for a full waiver.

Student Discount
The journal also offers an APC discount of up to 25% for eligible students who do not have access to institutional, research, grant, or other publication funding.
To qualify for a student discount:
- All authors of the manuscript must be currently enrolled students.
- The authors should not have access to institutional, research, grant, or other dedicated publication funding.
- Evidence of current student status and/or funding circumstances may be requested by the Editorial Office. Student discount does not apply to postdoc researchers.
The level of discount granted will be determined on a case-by-case basis and may be up to 25% of the standard APC.
How to Request a Waiver or Discount
Authors seeking an APC waiver or discount should submit their request to the Editorial Office at the time of manuscript submission or as early as possible before an invoice is issued.
The request should include:
- The manuscript title and submission reference number, if available;
- The corresponding author’s country of residence and institutional affiliation;
- The institutional affiliations and countries of all co-authors, where relevant to eligibility;
- A brief explanation of the financial circumstances;
- Details of any available research, institutional, grant, or publication funding; and
- The level of financial assistance requested.
The Editorial Office may request reasonable supporting documentation to verify eligibility.
Approved waivers or discounts will be confirmed in writing, and the final applicable APC will be clearly stated on the invoice.
Editorial Independence
An author’s ability to pay an APC has no influence on editorial or peer-review decisions. All manuscripts are evaluated on the basis of their scholarly quality, originality, relevance to the journal’s aims and scope, and compliance with the journal’s editorial requirements.
Requests for APC waivers or discounts are handled separately from the academic evaluation of manuscripts.
Receiving an APC waiver or discount does not guarantee manuscript acceptance, preferential editorial treatment, expedited peer review, or accelerated publication.
